00730: Contract Manager (Washington, DC)
Office Location:DC - Washington (Field Office)
We seek a Contract Manager (mid-level) to join the Greeley and Hansen team to support the program’s contracts.  The Contract Manager will be part of the Greeley and Hansen team supporting the DC Clean Rivers Project field office at DC Water (Blue Plains).

Partner with the Program Manager and Project Managers to:
Prepare and monitor work plans (budgets).
Prepare and monitor sub-consultant agreements.
Draft contracts in conjunction with project managers for wastewater engineering and construction scopes.
Ensure all contracts are thoroughly reviewed for scope of work and terms and conditions, including insurance, overhead multipliers, payment conditions, legal and risk.
Participates as a member of the negotiating team for establishing contract terms.
Setup and monitor job cost codes per accounting procedures and standards.
Facilitate and coordinate review and approval of all subcontractor/vendor invoices and progress reports with Project Managers.
Prepare projections/budget utilization metrics for engineering contracts.
Facilitate and ensure timely invoicing in accordance with all client procedures.
Track and monitor all scope and budget changes for water and wastewater projects. 
Ensures sub-consultant compliance with client master agreement.
Coordinate with Project Controls to provide periodic updates on Contract performance.
Prepare memos as needed for budget adjustments.
Monitor water and wastewater engineering contract performance, including the reporting and status of deliverables.
Create and maintain files (organize and update).
Generate reports on the status of existing agreements.
Provides guidance and direction to sub-ordinate Contract Administrators.

Associates degree or advanced training in accounting, business, or related subject is preferred with 7-10 years progressive experience in contract administration, accounting, billing, and sub-consultant oversight. Experience in the oversight or administration of engineering contracts is required (preferably in the water industry).
Requires a comprehensive knowledge of best practices for engineering contract management.
Proven ability to negotiate and write scoping documents for engineering contracts.
Proven ability in preparing and monitoring budgets for engineering projects.
