00767: Construction Inspector - Field Condition Assessment/Operations (Alexandria, VA)
Office Location:VA - Alexandria

We seek a Construction Inspector (Condition Assessment and Inspection) who will support operations and filed activities on a variety water and wastewater projects in the greater Washington, DC metro area.  The successful candidate will support both field investigations and condition assessments, as well as construction management and inspection efforts of water and sewer infrastructure projects.


Condition Assessment and Field Investigation

  • Condition assessment of buried utility infrastructure.
  • Oversight and quality management of pipeline condition assessment contractors.
  • Startup assistance of water, wastewater, and related facilities.
  • Troubleshooting of pump stations and other related facilities.
  • Preparation of field reports and other project correspondence.

Construction Inspection

  • Inspect Contractor's work for compliance with plans, specifications and client standards.
  • Communicate with Contractor, Utility, Design Team, and Public regarding project status and address any concerns.
  • Review conditions in the field, anticipate issues, and coordinate with Owner and Contractor when conflicts occur.
  • Prepare Daily Reports and Testing Documentation per project requirements.


Education: Associates degree in Civil Engineering or related field.
Minimum of 10-15 years relevant experience in water and sewer industry.  Knowledge of the operation, maintenance, and condition assessment of sewer collection systems and facilities. Knowledge of construction inspection for underground utilities and restoration.
Certifications/Licenses: Relevant construction, operations, and maintenance certifications, (i.
e. NICET, NASSCO, confined space, water/wastewater operator’s license, State DOT materials testing certifications).


  • Experience in the operation and maintenance of wastewater collection systems and/or water distribution systems.
  • Knowledge of water and wastewater utility standards for underground construction.
  • Familiarity with asset management concepts, including asset inventory, condition assessment, risk-based project prioritization, and capital improvement planning.
  • Experience using CMMS and GIS database software.
  • Experience managing, training and mentoring other water or wastewater operators, maintenance staff, or technicians. Must be comfortable presenting in a classroom environment.
  • Excellent interpersonal and verbal communication skills for interaction with clients, contractors and the public.
  • Strong technical writing skills.

Travel Demands: Local travel within the Greater DC Metro area (MD, DC and Northern Virginia).  Construction projects will be assigned within Maryland, Washington, DC and Virginia during regular working hours.  A valid driver’s license will be required.
