00722: Construction Engineer (Washington, DC)
Office Location:DC - Washington (Field Office)

We seek a Construction Engineer for the Northeast Boundary Tunnel project for DC Water.  Candidates for this position should have the education, experience, licenses/certifications listed and be able to meet the roles and responsibilities detailed below. 

Roles and Responsibilities


  • Evaluates and determines the quality of the contractors work based upon the Contract Documents and the design intent
  • Reviews contractors QA/QC plan
  • Monitors contractors activities and determines compliance with contractor’s QA/QC plan
  • Reviews non-conformance notices, contractors proposed repair plans, and contractors implementation of repairs in the field
  • Observes tests such as bulkhead gate leak tests, stop log tests, tide gate tests, hydrostatic testing, bacteriological sampling, pump tests, HVAC and odor control tests and determines compliance with performance requirement in specification
  • Makes recommendations to the owner regarding monthly progress payments submitted by the contractors based upon evaluations of the quality and quantity of work performed by the contractors
  • Compares the contractors submittals to the Contract Specifications to determine compatibility with the design intent, approving acceptable submittals and rejecting unacceptable submittals
  • Provides technical responses to contractors requests for clarification/interpretation
  • Evaluates and determines legitimacy of the contractors proposed changes, recommending appropriate action to the owner with basic knowledge in cost estimating
  • Basic knowledge in materials of construction and trade quality control inspections
  • Prepares preliminary and final punch lists (work remaining to be completed) prior to project closeout


  • Develops written reports
  • Communicates well with contractors
  • On behalf of the owner, acts as the single point of contact with contractors during construction
  • Coordinates technical matters between the contractors and the owner
  • Negotiates, prepares and recommends approval of change orders to the owner
  • Strong written and verbal communications skills for communication with project team members via web based platform, email and phone

 Education and Experience

            Education: Bachelor’s in Civil Engineering with construction management experience required

Experience: 15+ year relevant experience as a Resident Engineer with large water/wastewater construction projects

Licenses and Certifications

            Professional Engineer (PE) (DC, VA, MD)                      

            Certified Construction Manager (CCM) preferred

            OSHA 10 hr Construction Safety Awareness Certification preferred

            OSHA Confined Space Entry Certification preferred

            ACI Field Technician Certification preferred

Travel demands: local travel to field sites in District of Columbia using personal vehicle or company provided vehicle. Personal transportation to and from the job site from home will be the employee’s responsibility.
