The Design Center Manager (DC Manager) will report directly to the Technical Services Center Managing Director.  Under the supervision of the TSC Managing Director, the DC Manager will oversee all aspects of the Design Center.

The firm is a leader in the planning, design and construction of environmental facilities for municipal and industrial clients.  The purpose of the Design Center is to engage and complete the preliminary and final designs of significant, large facilities to facilitate the growth of the firm and to preserve and maintain the core competencies of the firm in services related to design and construction by developing future designers.

The DC Manager will be responsible for developing and implementing both short and long range planning for the management of the Center.  Planning will address the Center’s needs for production and delivery of construction manuals including designs, plans and technical specifications as well opinions of probable construction cost of the facilities.  Planning will mirror the firm’s long range, strategic plan for growth.

The DC Manager will supervise the services of a staff of about 15+ professional design engineers all located in the Chicago office.  The DC Manager will work with the firm’s CAD Manager to ensure the allocation of CAD resources for the production of deliverables, maintaining CAD and Building Information Modeling (BIM) Standards.  The Center will provide 3-dimensional BIM model services on most of these projects and will utilize the BIM design models in the production of plans for construction.

In the completion of the design contracts it undertakes, the Center will utilize the services of process engineering group (PEG) and other specialists as well as subconsultants for various engineering disciplines.



  • Manages major design services projects for water, wastewater, and water reuse treatment plants, pumping stations, storm water management, convergence and transmission system.
  • Participates in the selection of projects to be completed by the DC team.
  • Works with Operating Groups in the development of scopes of services budgets and schedules and participates in the negotiation of agreements for engineering services with clients and subconsultants.
  • Prepare project initiation documents for contracted projects including project performance plans and registration documents.
  • Schedules and organizes project staff for several simultaneous design efforts.
  • Works with Operating Groups to develop the creative effort of the design and is responsible for the technical competence of design services and implementation of the Quality Assurance/Quality Control program for the project.
  • During the construction phase of the project, makes engineering interpretations and recommendations as to designs and contract documents.
  • Monitors and reports on status of completion of project services and utilization of budgets and other resources.
  • Conducts periodic project team meetings with staff and subconsultants to coordinate design development with various discipline groups and sees that QA/QC program is implemented.
  • Establishes the format for documentation of project design and monitors the implementation of the system.
  • Prepares and submits the mid-project review report and conducts the project closeout and prepares the project closeout report.
  • Prepares opinions of probable construction cost for project designs.


  • Supervises the activities of a number of engineers in the preparation of designs and plans, specifications and construction manuals through project planning, organizing, leading and monitoring.
  • Builds competent, proficient design teams through mentoring, training and coaching.
  • With the Managing Director for the Technical Services Center identifies candidate’s skills levels and training requirements.
  • Manages all Design Center employees by making decisions regarding staffing, performance appraisal, training and development; recommends salary increases, promotions, transfers and terminations.
  • Prepares staffing plans and forecasts.Recommends future staff needs.
  • Conducts annual performance appraisals for Design Center staff.
  • Mentors staff for career development.
  • Trains staff in design processes and skills.
  • Works to make the Center culture and environment both professional and conducive to recruiting and retaining high performing staff.
  • Works with Human Resources and other firm management to achieve the firm’s strategic plan and to fulfill the firm’s mission.


  • Monitors progress of DC projects as to scopes of services; budgets; contract terms and limits; and completion schedules.Responsible for project profitability.
  • Responsible for the profitability of the Design Center.Oversees the fiscal affairs of the Center including budget planning, forecasting and implementation.
  • Monitors all aspects of the Center budgets (direct and indirect costs) on a regular basis for successful compliance including staff and management costs; hardware and software expenditures and profits.


Education: BS degree in Civil Engineering with courses in environmental, structural, electrical and foundation engineering

Experience:  20+ years of technical/engineering design experience for large municipal treatment, storage and conveyance facilities.

3+ years of experience with 3-dimensional BIM models and various Autodesk products including Revit, AutoCAD, AutoCAD MEP, AutoCAD Architecture and Bluebeam Revu.

Registered professional Engineer with NCEE certification.
