00743: Construction Engineer (Cape Coral, FL)

We seek a Construction Engineer for a large utility infrastructure program located in the Fort Myers area. Candidates for this position should have the education, experience, licenses/certifications listed and be able to meet the roles and responsibilities detailed below.

Roles and Responsibilities

Professional/Technical:
• Evaluates and determines the quality of the contractors work based upon the Contract Documents and the design intent
• Makes recommendations to the owner regarding monthly progress payments submitted by the contractors based upon evaluations of the quality and quantity of work performed by the contractors
• Compares the contractors submittals to the Contract Specifications to determine compatibility with the design intent, approving acceptable submittals and rejecting unacceptable submittals
• Provides technical responses to contractors requests for clarification/interpretation
• Evaluates and determines legitimacy of the contractors proposed changes, recommending appropriate action to the owner with basic knowledge in cost estimating
• Basic knowledge in materials of construction and trade quality control inspections
• Determines acceptability of materials provided by the contractors based upon test reports prepared by third party testing labs that include such items as soil density, soil compaction, concrete compressive strength, asphalt composition and aggregate base course for pavement
• Observes hydrostatic testing and disinfection of pipeline and valves for compliance with Contract Specification requirements
• Prepares preliminary and final punch lists (work remaining to be completed) prior to project closeout

Communication:
• Develops written reports
• Communicates well with contractors, the owner, and company field staff including directing the activities of inspectors
• On behalf of the owner, acts as the single point of contact with contractors during construction
• Coordinates technical matters between the contractors and the owner
• Negotiates, prepares and recommends approval of change orders to the owner
• Strong written and verbal communications skills for communication with project team members via web based platform, email and phone

Leadership:
• Chairs job progress meetings and prepares meeting notes to document agreements and decisions on technical matters
• Responsible for leading a team of up to four (4) field inspectors
• Critiques daily field reports prepared by field inspectors for proper technical content and provides guidance to field inspectors on technical matters

Education and Experience
Education: Bachelor’s in Civil Engineering with construction management experience required
Experience: 10-15 year experience in the field associated with utility work (i.e. potable water and reclaimed water mains, force mains, gravity sewers and stormwater preferred)

Licenses and Certifications
Professional Engineer (PE) required, FL PE preferred, but must obtain a FL license
Certified Construction Manager (CCM) preferred, but not required
OSHA 10 hr Construction Safety Awareness Certification preferred, but not required
OSHA Confined Space Entry Certification preferred, but not required
ACI Field Technician Certification preferred, but not required

Travel demands: local jobsite travel using a vehicle provided by the Company around the job site(s), the City offices, the Company’s Fort Myers office and the Construction Field Office during regular working hours. A valid driver’s license will be required. Personal transportation to and from the job site from home will be the employee’s responsibility.
