00999: Senior Construction Engineer/Coordinator
Office Location:DC - Washington (Field Office)

We seek a Senior Construction Engineer/Coordinator to work on combined sewer pipeline projects in Washington, DC.  The successful candidate will coordinate Construction Management activities, Inspection and Field Services including on-site observation, coordination with client and contractor representatives, supporting construction progress meetings, facilitating responses to RFIs, managing document controls, resolving field conflicts, and reviewing/processing schedules and invoices.  The Senior Construction Engineer/Coordinator will be part of the Mid-Atlantic Operating Group and can be assigned to any of the projects in the region once this project is completed.  


• Assists Resident Engineer and Client in looking out ahead of construction projects, identifying impediments and solutions to construction challenges.  Perform this function on multiple construction projects simultaneously.

• Provides guidance on avoiding, defending, and negotiating claims

• Reviews contractor’s schedules to identify resource constraints, logic errors, production rates to meet project schedule goals

• Evaluates time impact analyses (TIAs) as part of claims process

• Develop strategies for avoiding claims, delays and third-party issues which affect project completion

• Coordinates construction management services for clients in a field office, at a client's facility, or in our offices in Silver Spring, MD and Alexandria, VA

• Facilitates resolution of issues and responses to contractor’s requests for interpretations as well as anticipate and mitigate construction challenges and possible delays.
• Coordinates monitoring of construction contractor progress and confirms compliance with contract drawings, schedules, and specifications

• Coordinates meetings and resolves conflicts

• Coordinates and manages interaction with the public

• Coordinates staff of inspectors


Education: Minimum Bachelor’s degree in Civil or Environmental Engineering or related field of Engineering
Experience: 12+ years construction and project management experience on utility and heavy civil projects including pipe installation, pumping stations, treatment plants, and/or other large general construction projects.
Certification: PE and CCM certifications are preferred but not required.  
• Works well as part of a team giving guidance to Resident Engineers and Construction Managers and helping them anticipate and resolve construction issues while exercising reasonable engineering judgment and evaluation.
• Excellent organization and documentation skills. Able to run an effective construction meeting with contractor and owner representatives.
• Strong understanding of the construction process: RFIs, change orders, pay applications, start up, punchlist, and close out.

• Ability to read and understand construction documents and critical path method (CPM) schedules.
• Knowledge of quality assurance and quality control procedures associated with pipe construction inspection and maintenance, concrete, electrical systems, mechanical systems and other construction materials.
• Knowledge of construction management information systems/databases including project controls software for document management and scheduling.

• Leads construction teams and resolves conflicts.
• Directs and provides coaching to the project team in construction quality, schedule, and cost performance, or monitoring thereof in agency roles.
• Works proactively with the project team to drive the project to completion through problem solving and partnering.

• An individual of unquestioned integrity, possessing strong interpersonal skills and a sense of urgency.

• Ability to work in a collaborative and fast paced construction environment.
